Don't know the respawn, but all kinds of locations being posted. Make a /target Frustrated Dream macro and mount up. Cover the top floor of palace, go to Choreburg and then downstairs. Just run through the target zone on map. I found him at bottom of stairs leading into Lost Knot. He aggros when confronted so be prepared before talking to him.
