The Soulforge Codex is held deep within Shapers Citadel. While it will certainly be heavily guarded, it will also be heavily encrypted - far beyond my ability to decipher here. The Storm Legion has powerful Difference Engines that can be used to decipher this Codex, but if you think the Codex will be well guarded... well, getting access to some of the Storm Legion's most prized technology will be worse. You will need to break into Stormhold, load the Soulforge Codex into the Difference Engine there, and bring back the Deciphered Soulforge Codex.
