If you want this recipie, you have to fish without a lure (i only used Irresistible Water Snail) in >>Tarkan Glacier<<.
Uncle Stan's Lost Tackle Box will drop anytime which you have to give Stan in Draumheim and he rewards you with reputation and the recipie. (Mine droped after ~1 houre)
