I understand that it may take a few minutes for PayPal payment to synchronize with your account, but it's been an hour and mine still shows as non-premium. Is this normal? I've already received a receipt from PayPal showing that it's been paid.

It can sometimes take a little longer, just depends on how quickly PayPal shoots the email out to Magelo saying they have a payment.
From personal experience with my PayPal shopping cart, it can take up to 24 hours, and on occassion the email from PayPal never gets sent out.
Your account has updated though as you are showing as a Premium user now.
