He is located in cave at 11024, 3479 He is a 55 elite not really easy to kill Maybe get the quests from Nug Village which is near by. You need to collect quest items in that cave and it makes it a lot easier when he is dead

Hard to kill even for a level 60 warlord/champion in quest/world gear. Looks like he does about 3000 damage per hit. I was able to solo him using defensive and recovery posture.
