Go to the Sea above Draumheim. If you swim over the area, there should be a black square at the bottom of the sea. Turn on "walking" and drop down exactly where that black square is. If you are not careful, you might get sucked downwards. When you fall, you should see a round platform. You have to either land on there or be really close to it. Check your achievement to see if you have completed that area. Better coords for Nadir Plaza : 6576 6057. The platform is on top of the tower and can be not visible for downstair. Drop on the rock a few meter on the west to see the platform easily.

Interacting (clicking) the small black square puts you on top of it. Then press X, and you're home free.
