This mount is available in multiple ways.
1) Upgrade the account status with "Collector's Upgrade"
2) Occasionally (and in the past) this has been offered as a Raptr reward item for playing X hours of Rift.
3) Available for purchase in the Rift Store.
Option 1 and 2 has the mounts available account-wide to all characters whereas option 3 is only available to the character purchased.
