Elite Abyssal cultist with four non-elite elementals near the bridge south of Reclaimer's Hold (other side of the road from the fishing dailies). If you happen to catch him when he spawns, you can fight him before he summons those adds, otherwise I think you can pull them separately, they're spread out a fair bit.
