Has two spawn points. Inside Tearfall Catacombs at 4809, 2552. He stands inside the cave and doesn't move. He also roams from those coordinates to the Porticulum at Tearfall Run. I have read that to make him spawn you talk to Lelana Redhood or use a pile of dead bodies but I never had to do that.

I don't know if he spawns on his own inside the catacombs, but he can be summoned by speaking with Lelana Redhood, then clicking on the corpse pile inside the catacombs; speaking to her is optional, the pile appears when she does. It's possible that someone else might summon him, then leave without killing him. When he's running around, he goes between 4834, 2625 by the creek, then up the hill and over to Tearfall Run, stopping right next to the porticulum. He'll howl a couple times, run to the creek, back to the port, then return downhill. Xaksha runs around not far from the porticulum.
