This guy is off the beaten track. He is located in burning building in the Cliffside Dale area @ 7820,10460; that is, west, and a bit south, of Tarne's Perch, over the over the spine of the western ridge. (Hint: on your way up to him, try not to kill the "Tempest Gate" whirlwind mobs.)

Note that a static rare is also at this location, does not move around and is parked in front of the door of the npc that gives you Wind and Fire quest.
