Recently, one was detected beneath the tar pools of Harlan's Lament in Droughtlands. This twisted timestream is producing Timestream Splinters, which you could fish up from those pools. With some, I could tune a design of a fishing lure to your exact quantum oscillation. You could use these twisted lures to fish up twisted artifacts!
