The Storm Legion have established themselves in the Anima Loci and now spread into Hiberna. If they can succeed in building the Anima into a stronghold then Tulan will be in grave danger. You must slow their progress.
Upon completion
Although Crucia will undoubtedly send reinforcements, the Hiberna expansion has ground to a halt.
