Description
This Directive was issued from a group calling itself the Shadow Mercenaries. What is going on here? Humans helping the planar invaders? None of this makes any sense. Most of the document is encoded, but it mentions a Shadow Mercenary camp located on the eastern side of Eastern Holdings. I have a device that will disguise you; use it to infiltrate their camp and find out what they're up to.

This Commander Powell - he mentioned someone called the Envoy? I wish these blasted traitors used proper names. This Envoy is a threat to our survival. We must find out what this person is planning.

I was floundering around trying to get to this camp (too many mountains in the way). The easiest way is to take the road west from the waypoint at Strozza Estate (NE of Eastern Holdings), and then a bit north THEN east along the mountains. You'll end up at 8660, 7455 in eastern Holdings and can use your disguise. You can then talk to a Shadow Mercenary, then to Powell right next to him then kill Powell and the quest is done. (see screenshot for route to camp)
