Workorder: Sai of the Mutant Tartagon

I have a workorder this week for something called a Sai of the Mutant Tartagon. From the design, it looks like a finely crafted sai. It will take a craftsman of the highest skill to forge such a weapon. The component sent with the recipe, however, is a bit puzzling to me. It's just this strange rat. I must have been imagining things, because I could swear he actually spoke to me once. I will give you the necessary special component as well as the recipe for this order.

I have seen weapon like this before. It was a long, long time ago. They were the weapons wielded by the one known as Rafi El. He was one of the four great warriors of the Tartagon and known to be hot-headed and fierce.
