While you were valiantly disarming Heralds of stolen Empyrean technology, our scouts in the field noticed a strange conference occurring between several Planarchs. We've never seen anything like this. I believe you can crash their party if you use a lure to open a rift upon their meeting. One of our best Torvan Hunters died to create this lure. Use it well.

You've finally seen what we face: massive planar armies mobilizing within the Planes. You managed to halt one of their invasions, but we can't stop them all. We have to assassinate the Planarchs before their armies are mobilized.
