Workorder: Sword of the Mutant Tartagon

I have a workorder this week for something called a Sword of the Mutant Tartagon. From the design, it looks like a finely crafted curved sword. It will take a craftsman of the highest skill to forge such a weapon. The component sent with the recipe, however, is a bit puzzling to me. It's just this strange rat. Don't tell anyone, but I thought I saw him standing on his hind legs and kicking in the air. I will give you the necessary special component as well as the recipe for this order.

The looks like a perfect replica of a pair of swords I read about. They belonged to a legendary warrior. I believe he was called Leon Ardo; a master swordsman, a natural leader and one of the four great warriors of the Tartagon.
