With the fall of Hylas and Greenscale, the Aelfwar have lost strength. They are trying to recover their losses by seeking the residue of motes of Greenscale's power. The residue grants a greenish glow to some plants outside the city. The Aelfwar Seekers may be found lurking near those plants. Flush the Aelfwar Seekers out of hiding and kill them. Then, use this ritual dagger, Tavril's Sanctifier, on their corpses. This should ensure that any dragon mote residue they found is sanctified for the Vigil.
