Given how long the cultists have been in the area, I can only imagine the spy is one of the visiting scholars here at the tower. They've kept to themselves, but they seem very interested in the functioning of our order. Would you gauge their intentions?
Upon completion
It is hard to think we did not notice this spy amongst us. Fortunately, the Vigil smiled upon us, and he was not able to cause any real harm before you discovered him. We will be vigilant in the future against further attempts.
