This strip of cloth rests lightly in your hand, barely noticeable due to its lightness, yet the skin beneath it feels noticeably cooler. Examining the fabric, you think you notice two distinct types of fibres interwoven to create a fine texture of great resilience, but you can't quite figure out the processes involved. You will need to find a tailor of greater skill than yours to unravel its secrets.

I found the Cloth as a drop from the mobs i was killing int he Lord's Hall. I do not know if it was dropped outside (2892, 4262) or inside with entrance to the left side of staircase (2867, 4338).
Once you complete the quest you will get a followup crafting quest: "Weaving Lockweave". Once completed you will get the "Recipe: Bolt of Lockweave"
