In hindsight, I see all the warning signs as clear as dreams. Sir Reginald moved to town right around when Headfell started up. He sought elective office despite already holding a hereditary title, and he promoted a select inner circle to high ranking positions. His evil is all so obvious now. Even his title is a complete play on words! He's a knight and a mayor. Knight-mayor. We really should have seen this coming.
