Seek out Vill Dester in Lantern Hook, and force him to provide information on his involvement in plots against the town. Dester can be found in the room above the Arcane Hand.Description
Vill Dester is the only merchant whose caravans aren't raided by the kobolds. If he's tampering with our water supply, it seems possible he's in collusion with those creatures. Go confront him and bring back some information about what he's been doing - and why.
Upon completion
The documents you found prove that the Stormbrood dragonians hired the kobolds to weaken Lantern Hook so we can't interfere with their plans! Their agents are meeting nearby... perhaps you should join the discussion?
