The rats needed for this are in an underground chamber below the Necropolis. They are level 55 Elite, so if you would like to get this achievment I would recommend the following: - Get the quest Kill Ten Rats at the entrance to the Necropolis - Kill the required amount of rats - Abandon quest after the tenth kill - Go pick it up again - Continue doing this until you get the achievment

I already finished the quest before attempting the achievement. I was able to kill about 85 of them in less than 30 minutes in fully upgraded world gear at level 60. I think these rats are still pretty hard to kill in quest gear at level 60.
