There is a band of mercenaries who have made camp at Cutthroat Cove. Normally this would not concern the Covenant, but I have heard that their leader was seen speaking to a Storm Legion cultist a few nights ago. That man is a traitor to Telara and he must be punished.

The Storm Legion is known for their affinity for mind control. I realize that it is quite possible this man was under such effects, but trust me when I say there was no saving him. If the mind control was removable, he would have snapped out of it as soon as you attacked him. Whatever methods they used on those men, they may as well already be dead.
