Inmates on the Walls

The rioting inmates drove us back into this small section of the wall, but I've noticed that since we've been here they've started patrolling the walls themselves. Perhaps it's to make it appear to the outside world that we guards are still in control. I'd like you to help me send a very different message.

By putting down the rioters, you've imposed some measure of order upon the situation, but we cannot allow ourselves to become distracted by this small victory. We still need to figure out what the inmates are planning.
