Il a plu des Mystic Skulls la nuit dernière ! Je vous le jure, des crânes tombant du ciel ! Vous pensez bien que je meurs d'envie d'en avoir un. Allez m'en chercher un et je vous validerai cette partie de la chasse au trésor à Serratos, [%NAME]. Vous trouverez des appareils de saut répartis dans Serratos. Utilisez-les pour aller jusqu'aux lieux en hauteur et trouver tout crâne qui n'aurait pas déjà été ramassé. Pour activer les appareils de saut, vous aurez besoin d'une Explosion statique d'une Étincelle de tempête. Vous devriez pouvoir trouver une Étincelle de tempête près des appareils.

You have to kill a stormspark to get an item that will allow you to use the launchpad. I had to do it twice, first time ended up on the ground, second time landed on a high ledge with the skull in front of me.

I had success using the manual jumping route to location 11730 5880 shown in this video by pwniversity: https://www.youtube.com/watch?v=zsuV8oi5-Lc No static charge required with this method, but you do need to wait for the skull to spawn.

Yeah you have to be patient. It took me maybe 10 stormsparks to get the first charge, and then another player got the skull and I was bounced back down. And then you have to get another charge... That happened twice. Third time was the charm - got the charge on the first stormspark and the skull was mine. I tried the jumping in between, but I'm really bad at that and couldn't figure out a way up.

Adding to kriox's: I think the trick is to face the southwest corner of the Launchpad. That worked in the YouTube video posted above by Prax and it worked for me as well after trying to jump a few times without paying attention to direction.
