Head to the Gyel Fortress porticulum (at 2909, 5962). Climb on top of the boat next to the porticulum and onto the attached chain (at 2930, 5930) and climb to the top. At the top of the chain, shimmy around the pole and stand on the little platform behind it (at 3039, 5919).

You HAVE to be in the space behind the pole at the end of the chain. Don't try to "shimmy", jump from the chain to behind the pole.
