Go to /setwaypoint 15436 7186 then Enter building and on left , you see underward.Follow Path.

The way point is good. Take first passage to the left inside the building. U will see water in passage way soon after u start walking in passage. Go in water and u will have to swim until u come to a room that there is a contact in. Now u have the achievement talk to the contact and he will give u 2 quests. They are simple quests. The teleporter is to the right of the contact. Enjoy.
