Found it in Frozen Valley, south of Pilgrim's Crossing, at first I thought it was just a stray elemental from a rift or something. Followed it uphill from 4205, 1630 to 4100, 1580, which is a fair distance from the other spawn points, so a /tar Swirling Tempest macro would probably be very useful in finding this one. Don't know its full route there since another player killed it when it stopped.

If you are playing a soul without strong instant-cast spells, you will not be able to beat this thing, as it spams stuns. It leaves a fraction of a second between stuns, so if you hammer your keybinds for instant abilities as fast as you can, you MAY get a cast off between stuns. Maybe. They better be high-DPCT dots, shields, and heals, too, or you will simply be unable to do anything for upwards of 30-60 seconds while it slowly kills you.
And it drops garbage items anyway.
